A new NPECi report identifies the IAEA safeguards system's key structural and operational deficiencies and pinpoints where additional funding would strengthen IAEA safeguards and where it would not; and gives detailed recommendations to make the IAEA safeguards system more credible and effective. This peer-reviewed paper argues that health professionals should stop the use of HEU in medicine, as a vulnerable pathway to creating a 'terrorist bomb'. Produced by MAPW doctors Bill Williams and Tilman Ruff, it was published in 2008.
